Procurement targets require utilities to acquire a specified quantity of energy storage, typically by a specified deadline.

Energy storage resources have become an increasingly important component of the energy mix as traditional fossil fuel baseload energy resources transition to renewable energy sources. Currently 23 states, plus the District of Columbia and Puerto Rico, have 100% clean energy goals in place.

Yet the most effective approaches to energy storage policymaking are far from clear. This report, published jointly by Sandia National Laboratories and the Clean Energy States Alliance, summarizes findings from a survey of states leading in decarbonization goals and programs.
